What is the Canadian Dental Care Plan?

The Canadian Dental Care Plan is a government-funded dental insurance program aimed at helping Canadians with dental care costs. It offers coverage for routine services like check-ups and cleanings, as well as more complex treatments such as root canals, extractions, and surgeries. Individuals enrolled in CDCP gain access to a network of dental professionals dedicated to providing quality care. The plan promotes preventive dentistry while also offering financial protection against unexpected dental expenses.
Who is Eligible for the Canadian Dental Care Plan?

Eligibility for the CDCP depends on meeting specific criteria. To qualify, you must:
- Have an adjusted family net income below $90,000
- Not have any other dental insurance coverage
- Be a Canadian resident and have filed taxes the previous year
Even if you participate in other government programs, you might still qualify for CDCP. Ensure you meet the criteria to avoid misinformation, which could result in disqualification from the plan. Eligible applicants receive invitations and must verify their status annually. Misleading information can lead to penalties, including repayment of benefits.
What Services Does The CDCP Cover?

The Canadian Dental Care Plan covers a wide range of dental services, promoting preventive care and addressing various oral health issues.
Services covered under CDCP include:
- Preventive care like scaling, fluoride treatments, and sealants
- Diagnostic services like exams and X-rays
- Restorative treatments such as fillings
- Endodontic procedures including root canals

The Canadian Dental Care Plan only covers the services mentioned in the plan at predefined rates that might differ from provincial and territorial fee guides. Additional costs incurred due to rate discrepancies will be the responsibility of the patient.
How to Apply for the Canadian Dental Care Plan

Application availability for CDCP varies by age group. Seniors aged 70 and above can already apply, while those aged 65-69 started in May 2024. For children under 18 and adults with valid Disability Tax Credit Certificates, applications begin in June 2024. Others can apply from 2025.
Applying with Assistance from a Trusted Person
You can request assistance from a trusted person to apply for the CDCP either by phone or at a Service Canada office. You must give explicit consent to confirm their assistance. Trusted persons can include:
- a friend
- a relative
- a caregiver
- a translator
- an interpreter
Applying Through a Delegate
A delegate is someone with the legal authority to represent you and make decisions on your behalf. They can act for you if they are appointed as your delegate in legal documents such as:
- Powers of attorney or mandates
- Trusteeships
Before applying for the CDCP, your delegate must provide legal documentation verifying their authority. These documents can be either originals or certified copies and should be mailed or submitted in person at any Service Canada office. Once the documents are processed, a representative will contact your delegate to confirm acceptance and addition to your file. After this confirmation, the delegate can apply for the CDCP on your behalf.
Sending Proof of Delegate Documents
If you are sending proof by mail, include a cover letter with:
- the applicant’s full name
- the applicant’s Social Insurance Number (SIN)
- a note stating that the documents are for the CDCP
- the delegate’s phone number
- a return address for sending back the original or certified documents once processed
